Hi, I am out of canada and got PPR, need to email them about change in VO. I've a question, what if CIC doesn't reply and I miss 30 days deadline to submit passport?

I am aware of cases where people have waited for visa office change for 30 days (earlier it used to be 60 days) & after failing to get a response, they managed to sent their PP's to Ottawa & got them stamped without any issues.

how much time do they give to submit PP after VO change?

After VO change, you again get 30 days time & also in the same email, there is an option to still get the PP's stamped at Ottawa, if one chooses to.

PPR requested: Oct23-2014
VO change request sent on: Oct24-2014
Received email regarding VO change on : Nov13-2014
Sent passport to new VO on: Nov14-2014
Immigrant Stamp on passport: Nov17-2014
Received passport on: Nov19-2014
Validity:Feb-2015
COPR validity: Upto passport end date or 5 years(whichever is lesser).

Guys, quick question:

If you are from a non-visa-exempt country but you still have a valid tourist / business visa until 2021. Are they going to request your passport anyways to stamp another visa? Are you going to receive your CoPR instead of PPR?

YES coz the visa you have its type as "VISITOR" and would nullify once you become PR anyways whereas the one time visa you will get on passport stamped would be "IMMIGRANT"

My medicals were done on Feb 2014....So CIC gave visa validity 1year from Medicals i.e Feb 2015.

Photo specification is 35mm*45mm with white back ground.
I hope its Indian passport size photo.

The email address is cpc-ctd-ottawa@cic.gc.ca.

This would be also mentioned in the PPR mail which you would have got for Ottawa.
