Didnt your email say 'For Spouse' or 'For Dependants' on the top. My email has 'For Dependants' as the very first line in the email that I got.

No, they didn't. The letter addressed to me only, nothing about my spouse and child. I carefully read the letter and think they request I send all passports to the VO at my home country, this is why I have to email to clarify this again. Actually I have send my child's and my passport to CPC-O when request to change the office for printing my spouse's visa. Very confused!

No, nothing, they did mention nothing about my spouse. Here is the letter:

I have already submitted the passport to cpc-ottawa before this email.

It's been just 8-9 days left for me.. to submit my passport. I have sent an email to cic for arranging VISA printin in CHC new delhi, the same day I received PPR.
May you guys please suggest some alternate way to get it done. Can I submit my passport to VFS directly without having an email from CIC.

You are required to send your passport(s) together along with a copy of this letter by mail or courier to the following address..." ?
 
hey guys got email reply from CIC on Friday Nov 14, 2014 to submit my passport to new Delhi office. My representative email CIC on Nov 3, 2014 for visa office change. took around 11 days to get reply.

yes, I have the same lines in that email. Generally, it take three weeks. but we never know.

So in ur case after receiving PPR email you notified CPC-O to arrange Passport Printing for your dependents in India and your visa at Ottawa. Correct ???
Also, meanwhile you send your passport to CPC-O with a covering letter requesting them about the same scenario before you actually received the final email for your spouse.

All in all I am also having same situation as I m in Toronto and my wife is back home. I already emailed them requesting to print my visa at CPC-Ottawa and my wife's visa at CHC- New Delhi. But, still waiting for their final confirmation. But, I also wanted to prepare for their 30 days deadline to submit our passport for printing.

So people plz advise what shall I do...?

Mostly you will get reply in 2 weeks, but if it is more than that. I would say you should send your documents informing them about your situation. Request them to print visa accordingly. Also attach the email that you sent them for changing VO for your wife.

In my case, I had submitted my passport before they emailed me. The second email I got from CIC, in which they have written in the subject line that it is for my spouse.
As I had booked ticket to back home in early December, I wrote another letter stating my situation for the submission of passport at Ottaw office and requested them to stamp it here in Ottawa.

Hi, I am out of canada and got PPR, need to email them about change in VO. I've a question, what if CIC doesn't reply and I miss 30 days deadline to submit passport? Will it be ok to wait to hear from them after crossing 30 day mark as well? and how much time do they give to submit PP after VO change?
