Visa required for vaccination

Good day, firstly I wanted to thank everyone on these forums for all the help and advice. I've been following these forums for a few years now and used it for any questions I had.

I am trying to apply for my parents visitor visa. My mother has two doses of Pfizer but my father has had Sinopharm. He contacted the health authorities and they specified as long as he has a travel document such as a Canadian TRV, he will be able to get the Pfizer doses.

Can my father apply for the TRV, even though it mentions only fully vaccinated people can apply, and then go ahead and get the vaccinations?

From my understanding, the proof of vaccination isn't required until a few days before travel.

They are applying from Pakistan.

We had applied using GCKey in February 2021, but having had no response, we will now reapply using the IRCC portal.

Where does it say only fully vaccinated people can apply for a visitor visa?

I was going by this requirement at the start of the application:

You must also meet one of the following requirements to enter Canada:

You qualify for the fully vaccinated traveller exemption
You’ll stay in Canada for 15 days or more.
You’re travelling for a non-discretionary purpose.

My father does not qualify for the fully vaccinated traveller exemption as of now. But can he still apply, and then go get the vaccinations provided he gets approved? The dates on the vaccination doses will be after the date of the application.

Believe that parents still fall under exemption and can travel if unvaccinated but will have to quarantine on arrival. That could change.
