They need to send me the letter so that I know what's written in it for rejection. I even called CIC and explained my situation and said that my MP told me that I can't reapply for 3 years to which the agent said not true - we don't have that policy and put me on hold to review my file. She came and said you must wait for the letter - that's all I can disclose right now. But it's been 3 weeks, I still haven't received any letter.

Yes of course you must be officially rejected before you can appeal/re-apply.

Did you try sending a case-specific email to the VO asking if they received your updated document? It seems strange they would reject you based on not receiving this document, if you had actually sent it. Perhaps they just never received it properly. Or perhaps if you were rejected the letter will explain in more detail if they did receive the doc but for some reason it was not acceptable to them.

Latest update: I had another lawyer look at my notes and he told me that CIC has been asking since October 2014 for documents and no one responded. They even put my case on PFL and no one responded. My lawyer really messed up. Now is there a way I can speak to someone to explain that my lawyer was absent all this time?

The new lawyer is saying to reapply but the wait time is 29 months now. Then he's saying apply for express entry as well. All of this will cost me close to $10,000. I don't have that kind of money. What should I do? Could someone please guide me?

SUE the lawyer (seriously that's what you have to do, file a case against him for not doing his job, you have to have to complain seriously)
Write an affidavit under oath and a cover letter explaining what happened with you
Provide every evidence you have against the lawyer
In affidavit and cover letter write the file no/case no
Be strong you have to fight this one now.
Send all your documents to CIC Missisauga, but before you do that call CIC to talk to them and tell them about your situation.
You need to act fast, DONT Worry we are all with you/ we all will help you

Keep us updated with your case.
In this forum you're never alone. :D
Just be strong now, I know it's hard and your lawyer is a @#$%¨&* but you can fight against this.

I don't think you need money to sue someone. The time you can say, but think about it; if lawyer did it to you there is a chance he will do that to someone else. You have to fight for your case. I know time is the issue. Atleast file a complaint against him then sue him later. Affidavit can be prepared by a lawyer or a court worker. Immigration places also can prepare affidavit. Write everything on there what happened, explain everything give all your evidence all emails, records etc. Tell them lawyer messed up my life. Oath commissioner will sign it then send it to CIC.

Any other members please help this lady as well

Ok that's great. I work for the mayor's office - is that something that can be prepared there? Or should I just get a lawyer to prepare the affadavit?

Ok thanks!

What's the reasoning behind the rejection, was it due to an incomplete application or other factors?

his lawyer messed up everything. London asked for documents in October 2014, but her lawyer never told her anything. No contact. She found out today that her case was rejected. So I told her to sue the freaking lawyer. Now she is going to prepare an affidavit

Is this an immigration consultant or lawyer? I highly doubt an immigration lawyer that passed the bar would have that type of misconduct. An immigration consultant, I wouldn't be surprised.....

If these missing documents were the only reason for refusal AND you can prove that you sent them to the lawyer on time but the lawyer didn't forward them on, then it's possible CIC will re-open your file. I suggest you go back to your MP and ask them to send an urgent request explaining this.

If CIC refuses, then I suggest you forgo an appeal and simply file a new app including those documents. It will be cheaper and faster.
