Visa Issued - Can't travel due to COVID

Hi all,
My wife got the PR Visa in January, but the IRCC website states that a PR Visa holder that was issued after 18 March 2020 cannot travel to Canada.

I am a Canadian citizen but living with my wife out of Canada. Can my wife travel with me to Canada to land there and get her PR Card?

Can her visa be extended because traveling during covid19 is not very encouraging.

The March 2020 restriction does not apply to immediate family ie spousal sponsorship. Your spouse can travel with you.

As you are a citizen, your wife and children are exempt from travel restrictions. She can travel with her PR visa.
