As a developer myself I can confirm that the issue is not on our end. It seems like some bug appeared within the IRCC portal login functionality.
The only way we can help is to let the developers know that the error imacts a lot of users, by that please fill the form with next information:

Type of application/enquiry: Technical difficulties
Your enquiry:
Can not sign in to the IRCC Portal.

Precondition:
1) go to https://portal-portail.apps.cic.gc.ca/signin?lang=en
2) fill in the User Email and Password
3) Press Sing In button
4) Waiting for the loader to disappear
5) Observe the error:
"There were issues submitting your form.
User information could not be found. Please try again later."

Please make sure you have filled in your Client ID number (UCI)!

I have this same issue again. User information not found. How were you guys able to resolve this
 
same issue here. Tried changing browser, clean cache, change password. None of these works.
PS, I have reported this issue via the web form. I encourage everyone having this issue to submit a form.
So the developers can fix it asap.

every one is having the issue. I am sure their IT is working on it to fix the issue. Wait till tomorrow for a fix. Filling out the web form is nothing but spamming the already exhausted system.
 
Not working for me as well. Getting the same error. However, got an email from IRCC that you have a new message on your application. Has anyone got the same ? Would it be a glitch?
 
I am having the same issue. I don't have enough time to apply for the visa, when is the portal going to be fixed?
