You have misunderstood. It has nothing to do with the sponsor and applicant addresses being different. The Use of Rep form is required when the applicant lists a mailing address that is different from their own residential address.

Hmm that doesn't seem right because the PA listed both as the same address and still we got a note put into out returned application about filling it out (returned for a different reason). I don't know if the note means we HAVE to use one or if it's a suggestion. There is no indication. I have now gotten 2 different answers lol!

If the PA listed the same address, then it wasn't for that reason. It's possible you indicated in another way that a rep was used.
