I am not sure about this private company. All police departments have fingerprinting specialists and use a magnetic ink, the standard for all fingerprinting in law enforcement. They are trained to do the fingerprinting and do it day in and day out for the local law enforcement and the federal law enforcement. I would trust them more than a private agency claiming to be superior.

Moreover, fingerprinting also depends on an individual's finger groves, how deep they are and whether was it done by a specialist or a regular cop. I got one done from the local sheriff's office and had no issue with the FBI. They asked me to come on a specific day since that was the time their fingerprinting specialist was available.

Well, I used both the private guys and the local police one. The private guys are FBI-approved channelers, but you can also do a print and go if you are submitting to FBI yourself. The local police one was ok, but I had my doubts as I fingerprinted on 3 cards and they look different. The technician was saying, relax your fingers, don't press too hard, stand in this direction...blah blah. So I wasn't sure if I pressed too hard or spoilt it. But the live scan, scans it on a machine and will not accept it if it's not done well, so you have to scan again immediately before you can proceed. I sent in 3 cards to FBI, one from the local police which used the ink and 2 from the private guys; since I didn't want my prints rejected after 3 months.

Just received my GCMS notes today, they have transferred my file from Ottawa to New Delhi office. Has this thing happened with any of you guys also.

In most, but not all, cases the files of the US applicants are processed at the CPC, and then the Ottawa office, which is the local visa office for the applicants residing in Canada and the US.

However, if there are concerns about your employment, education and any other factor, the application will be send to the LVO, which in your case is the NDVO. The application is usually sent at the background check stage. There is no need to be concerned as this is a routine transfer. Order another set of GCMS notes after a month and if there are any notes with regard to your employment or other issues, you will know. If not, the application will be processed and sent to Ottawa for the visa.

Thanks a lot for your reply. on the GCMS notes in the visa officer comments at the end it is written that he is satisfied with my job duties and I meet the criteria for FSWP and PNP stream and 11.2 EE met. But the eligibility still shows not started.
Also the comments are made on the same date when the file is transferred to NDVO.
are they still doing background check and will it cause unnecessary delay to my application?

If you are not residing in India, you will only need a PCC form the Indian embassy

Since you are in the US, figure out which embassy caters to the state you live in.

The Consulate General of India, New York serves the residents of the following ten states of the USA: Connecticut, Maine, Massachusetts, New Hampshire, New Jersey, New York, Ohio, Pennsylvania, Rhode Island and Vermont.

If you are in a state not mentioned here, check which Consulate servers your area.

For NY the form and the instructions are available here:

Fill the form and send it with the required fee, passport and the form. You will get the PCC within 7-10 days. They are pretty quick.

Is it advisable to send the "track-able USPS Express mail envelope" with the passport for consulate to use to return the Passport & PCC once complete ? or should i just send the additional $25 check ?

All instructions are clearly provided on the website. Here is what is says:

Download the Miscellaneous Application Form and complete it
Attach the following documents
• Current passport in original and photocopies of its first and last pages
• Proof of current US residence address: (copy of any one of -US Driving License / Gas, Electricity, Water or landline telephone bill or Bank statement displaying applicant’s address / House Lease Agreement / State Identification Card)
(Please carry originals of all the supporting documents which you have enclosed with the application. If applying by mail, photocopies of all the supporting documents should be notarized. Do not send any original documents except the PASSPORT. The passport should be sent in original.)
Additional requirements: In addition to the above requirements additional requirements for respective misc. services are mentioned below.
Then along with the fees approach in person at the ConsulateGeneral of India, Consular Wing, 3 East, 64th Street, New York, NY 10065 between 09.15 am and 11.30 am on all working days (Monday to Friday, except Consulate Holidays). The service will be rendered the same day and the delivery of attested documents will be between 12.30-01.00 pm.

You may apply by mail addressed to Consulate General of India, Consular Wing, 3 East, 64th Street, New York, NY 10065. You need PCC from all places when you have lived for more than 6 months after you turned 18.

To get your fingerprinting done, go to the closest law enforcement agency. Before you go call them and let them know. They will charge you a small free $10-25 and will have a fingerprinting specialist who will do your fingerprinting for you. Usually all law enforcement agencies have the federal fingerprinting card required by the FBI, but its is always better to ask before you go.

FBI will not process your report in a state fingerprint card, so make sure you have the right on.

You can go to a local police station near you, but they use ink, which was not as neat, but maybe it was ok. I sent 3 sets of fingerprint (because FBI had rejected my prints twice, so wanted to give them a variety to work with this time), 1 was from my local police station and 2 from a private fingerprinting place in two different locations. It's called Morpho Trust, they have offices all over the US. They use live scan, so I think it should be more accurate than the ink one, because the ink one, you can press too hard or smear it by mistake. They charged me $10 at Morpho Trust, police station also charged me the same. There was no need for an appointment at the police station but you have to book an appointment online at the Morpho trust website. Both places will provide you with the fingerprint cards.

It will depend on where your passport was issued or renewed. As per the website (above link)

8. Police Clearance Certificate: For Indian passports issued in NY US$25+3; For all others US$40+3

So if your passport was issued at New York, or you renewed it from New York you only have to pay $ 25 + 3. If your passport was issued in India or any other country, you will have to pay $ 40 + 3.

An update. I got my Indian PCC from NY Consulate. They gave it same day despite my passport not being issued from NY. Though, I think that was just a rare occurrence.

Hi fellow US residents,
Have any of you used your RA experience (done during masters / PhD) for work experience under FSW? The CIC webpage does not seem to be clear on this. I have read on forums that RA counts as work experience under FSW but not under CEC?
Has anyone in this group successfully used their RA towards work experience?
