of course there are. i'm not saying that only residents see a longer processing time. what i'm saying is the "trend" leans towards non-citizens taking 10-14 months rather than the typical 4-8. there really are no answers as to why citizens are getting long processing times, unless there are obvious flags causing the delays (dependent/criminal issues, document requests, etc). Through my observation, being a US resident seems to be one of those flags that causes longer processing times.
 
It's looking like I might receive DM soon and my question is:

We were planning on visiting family up in BC in 2 weeks. IF I get DM before then, do I have to do my official border crossing/landing then? We aren't planning on moving until August/Sept and I just don't want to have to do the settler goods forms now if I don't HAVE to.

nope, you don't have to land if you don't want to, you can certainly enter as a visitor. the only rule is you have to land before the expiration date on the COPR. generally that's the day your medicals expire (unless extended). if CBSA asks you about it, just tell them the truth. you're only there for a short visit and will be landing before your copr expires. this is quite common, and more than likely not even come up.

I have a few questions though:
1. Am I supposed to get PPR?
2. My status was just updated to 'Decision Made' with no extra (4th line) added, is this normal?
3. How long will I be seeing a letter from CIC (I live in Canada)?

1. not necessarily. since you are visa exempt, it is not necessary to send your physical passport, so PPR is usually a scanned copy of the passport. Ottawa tends to waive the PPR for those whose passports are valid for more than 6 mo, and have either already changed their name or are likely to not change it (ie: male applicants). More than likely this is what happened, since your status has changed to DM already.
2. yes, it's fine. doesn't mean anything. if there was no interview, and you did not ignore document requests, the dm is positive.
3. however long it takes for it to be mailed to you from ottawa. the "letter" is your COPR and it comes in a brown envelope in regular mail.

Someone earlier this week had a very similar timeline as mine and when they got DM on monday I was hoping mine would be that fast too. Today at work I check it and it says Decision made.... then I started crying at work from pure happiness haha

hahaha, that would be me too! I know I will cry! I just sent my application off yesterday, so all my toes and fingers are crossed! Congrats, again :)

I'm hoping for a similar timeline! I have AOR1, SA,
AOR2 and an email saying that my application should be finalized "shortly". We will see what that ends up meaning!
