I am from the US and I was processed from application received to COPR paper in exactly 115 days. I had no dependents, no children, no previous marriages, never attempted to immigrate before, no criminal activity, etc. If you have a straightforward case like this, it should take 3-5 months now
Correction for you: US applicants OUTLAND are sent to Mississagua then to OTTOWA for processing. The file only gets sent to LA/NY if they think you need an interview or are being fraudulent with them. In this case, you can tack on another year to the process for the interview, so being transferred is not a happy ordeal. Most Americans are NOT transferred and their application stays in Ottowa the whole time.
