Theories? There were red flags that were just too much to ignore therefore it was sent to LA for further scrutiny. That is the ONLY reason they send them to LA. I don't know where you got that idea, but I don't think that happens at all .... The only reasons that they send applications to another office, I.E. the home country or something of that nature, is because there are concerns with the applicant or the relationship itself. They need more time to dig and find the answers to satisfy themselves. Once sent to the 'local' office, it takes you out the of regular 'stream' so they don't have to hurry to complete it. I read it on here a while ago. Someone got notified that their application was sent to LA to relieve officers in Ottawa. CPP-O, NY and LA are all visa offices outside Canada for US citizens and/or people lawfully admitted to Canada or the US for one year or longer. There is no published information on how CIC distributes the workload but typically it does seem that NYC and LA are assigned cases that require additional review (such as an interview, or an ARC). BTW I don't think NYC processes PR applications anymore.
