The vehicle has to have been used (used means have been driven for some time as per Canadian regulations). You do not have to own it, you may still have a lien on it with a bank, however, it must be a loan, not a lease. We recently (July 1st) imported our 2013 model cars from the US, and we had them for 11 months before importation - however, the 6 month policy applies only to returning residents - Canadian or not, not to new immigrants.
We had two loans, one for each, and one of the banks gave permission to import the car into Canada while the other bank did not, so we had to pay off one of the loans to be able to import it into Canada. So, we imported a car with a lien on it and another one paid off.
New immigrants are exempt from paying duties or taxes on imported vehicles (as long as they considered used, as per my statement above), and no HST upon registration, but you have to pay all of the import (RIV) fees and certifications (Drive clean and Safety).
Before importing your car, document all of the information about what needs to be paid or not as some customs agents are unfamiliar with the laws and policies.
Tip: Florida (and perhaps other US states) do not issue titles for vehicles that are not paid off. This was a BIG issue when exporting our car from the US, even though we had a certificate of origin and the letter from the bank where it stated that they allowed the export/import of the car from the US to Canada.

Section 15 (b) talks about the use of a vehicle ("have actually driven it on the open roads abroad for some distance"). Nothing says "for 6 months".
Please note that this is in reference to a specific tariff applicable to settlers (new immigrants).
