You must use the regular application process if:
you have been lawfully admitted into the United States for a period of at least one year and you are submitting your application to the Canadian visa office in Buffalo


I have been living in USA on an F1 Visa for about an year. But now I am back to my country for a while. SO can I mail my application to the Buffalo office from my country and take advantage of regular process in this case?

You are absolutely right. I didn't read the question properly, I was thinking OP was saying s/he's just on vacation in old country "for a while" but if s/he's moved back, that's different.
