URGENT Question about financials

Here's my dilema...
I have a prepaid tuition program in the states (where I am from) that will pay out $10,000 to the school in Canada where I was accepted. It is going to take another 5-7 business days for the school to receive my payment. However I need to apply ASAP for my study permit as I am running out of time.
So my question is... can I include with my application a letter from my prepaid tuition program stating that they are going to pay out X amount to the school and will that be acceptable? Or do they need to see that I have actually paid the fees already?

Has anyone had a similar case like this with success?

One thing is sure: from a recent experience, apply for your study permit while it is still time. If I were you, I would include that letter and later on send them the proof of payment, as an addendum to my application.
