you can use the wire transfer document from your bank as a proof of payment, until you receive the receipt from the college. I guess only the college can say how long it will take to receive the payment. Why don't you ask them to send it to you by email (or a scanned copy of it)?

One thing is sure: from a recent experience, apply for your study permit while it is still time. If I were you, I would include that letter and later on send them the proof of payment, as an addendum to my application.

If you apply from another country, it is better to mention in your application that you did apply previously, because anyway, they would know it.

Please help us, this is an emergency for us: My cousin is studying here in Canada. Her study permit expired a few months ago (may 2012). As she is in Quebec, she needed her CAQ in order to submit her application for a renewal of the study permit. Unfortunately, she did not receive the CAQ...
