Urgent help please

Hi, I am a permanent resident(almost Canadian citizen) living in Calgary. I want my mom to visit me. She has the visitor visa for Canada. She is in Germany right now visiting another family member. She got her second Pfizer dose two weeks ago. I am about to get her flight ticket but I am seeing that COVID cases are rising here. She is still able to enter Canada right? Is there any new travel restrictions coming up? She is 73 years old and I am not sure how I can teach her how to use ArriveCAN app. Is there any other way other than using the app? She will bring her travel insurance, explanation letter of why she is visiting and which address she is gonna be staying and her vaccination documents as well as her return ticket. Is there anything else does she need? She is not holding Canadian or European passport, is there any additional rule for the international travellers holding NON-EU passports? Thank you so much for your help!

There are no "new" travel restrictions announced as of yet, but that could change by this afternoon. Government generally gives advance notice but it's not ever certain when or how they will announce new ones.

She has to use ArriveCan as far as I am aware, and she may still need to be tested for COVID within 72 hours before coming to CAnada.

Hey I checked the link and thank you very much for the help. So my mom is coming exactly 7 days from now and I just saw that it seems like we can use the ArriveCAN app for the person travelling, which is good because she doesn’t know much about smartphones and stuff. What I wanna ask is, can I open the account in ArriveCAN right now or wait till like 72 hour mark before her flight? Does it matter? Thanks!
