I will try calling them hope they actually answer not just voicemail
1. Not you, let him call his local consulate.
2. There is no way you can proxy his interview appearance.
3. There is no way he can make it to his interview now.
4. Notify CPC (vide that email) to postpone his interview.
5. He will get his PRTD well before those 75 days.
6. Let him return and attend his interview on another day (fresh appointment).
 
Yes you are right but his situation is not the same he’s in a country he doesn’t speak it’s language , embassy people would speak that country’s language just like abu Dhabi example , plus he doesn’t speak English

Somehow I knew this was coming.

Pls ask him to use an interpreter. His returning back is important. That timely PRTD is of utmost importance.

If you is his representative send a webform inquiry explaining his situation and applied for his travel documents right away also explaining that it is urgent.
 
During the interview, officer usually gets you to sign a declaration document which I do not think can be done by a representative. Being a representative only allows you to communicate with CIC on the applicant's behalf but still not sign these documents. I think you still have time to do things in parallel.. apply for the travel document and reach out to CIC explaining the situation.
 
i understand but this is not the oath ceremony it is just the interview to review original documents prior to the oath

Someone probably has already mentioned it but to be clear - note that part of the documentation check is to validate the original documents and check that the photo on the original ID is the same as the person applying in front of you (from the interviewer's perspective). After the interview, there is a document to sign. Hence this is why it will not be possible to attend the interview on his behalf. He must personally attend.
