I am about to submit my citizenship application. I am also moving out and changing my address in 2 weeks. Should I just include my current address and submit my driver's license (showing current address) and then update the address later after submission? or better update the address on my driver's license and then submit application?

You have to inform IRCC about your address change. Processing office depends on that. If it's within the same city you currently living you can update it before or after submitting your application.

does the address on my driver's license have to match the address I put in the application? (knowing that the new license with the new address would take 4-6 weeks to arrive)

If you move a week before you send your application and your ID reflects the previous address, the IRCC officer will understand that, well, these things take time. Don't worry about it, this is pretty much a non issue.
Move when you can, send the application whenever you want, provide the ID you have at that time, and forget about it.
Also, feel free, if you stress too much over it, to add a letter of explanation basically saying that your ID hasn't been changed yet. It wont change much for the officer, but whatever makes you feel better :)
