Here's my question:

Enquiry:
Hello, I have a question regarding proof of funds. I have declared in my EE profile I have $5000 in landing funds. I am living in New Zealand but have Canadian work experience. I am currently eligible for CEC. A I do not have a job offer supported by LMIA in Canada, do I need the minimum funds ~$12,000 or does this only apply for FSW? With $5000 states, current country of residence NZ and no job offer my EE is still eligible. If I get an ITA, do I have to prove I have the $5000 stated or the cut off fee of ~$12,000? If CEC applicants require the cut off fee of $12,000 is there a problem in the system that does not recognize this for those without a job offer/LMIA? Thank you for your help.

And here's their response:
Dear Client,

Thank you for contacting Citizenship and Immigration Canada.

We have forwarded the information you provided to the responsible department. They will contact you only if they require further information.

Sincerely,

Daphnee, Agent 3597

Maybe they genuinely haven't thought this one through!

POF is tricky and is an individual specific problem, you would agree that the rules can't deal with such problems.

They should have just done like the UK that requires the amount of money specified, be in an account in your name for 28 working days or any time frame they deem fit! End of ..

That would have been easy for both the case workers and applicants.

This guessing game is tricky and just leaves everyone worried.

Unfortunately I have noticed that once people get ITA and apply, they don't come back to give a feedback about their experiences, so we can't know how theirs was done.

Let's hope some people from the first draw for example comes back on the forum to share their experience.

POF only applies to FSW
I have seen people asking the same in different cases
Example - How about people who are eligible for CEC(no LMIA) but not currently employed in Canada?

proof of funds is not a requirement of CEC, regardless of where you're applying from.

I believe this is applicant specific too. I think that if country of residence is currently not Canada maybe PoF is required even if applicant is CEC. The document checklist is custom generated so you might or might not be requested to provide PoF depending on the information in your EE profile.

But what are we declaring? The amount we put on EE or the low income cut off of ~$12,000???

I beg to differ, if you are applying under CEC especially if outside of Canada and you are not working then you will have to show proof of fund. So POF for CEC depends on each individual circumstances.

If you get ITA under CEC then no matter where you are in world you don't have to submit POF.
