Help! My 13 year old daughter got approved for PR but I won't be able to go back to my country to get her. Can she travel by herself to Canada and I meet her at port of entry?

Yes I believe she can. You would need to speak with the airline to ensure she is known as an unaccompanied minor and they will look after her and ensure she get's to where she needs to be at each transit airport and gate. She need's to ensure she has the correct documentation for the Border officer.
Are you the principle applicant or someone else (if applicable) ? From what i understand the principle applicant must first land or be in Canada.

I think perhaps it is best to contact Immigration so you can understand the logistics of when she arrives and explain them to her also.

My son came over in Canada when he was 9 and I paid Cathay Pacific $200 dollars
to accompany him on the flight and lay overs and up to immigration
