No, I paid for my application fees with a different card outside Canada, but it should be the same rule for every bank. I have a CIBC debit card, probably exactly like yours, and I know that it can be used to pay for anything. If you have enough money in your account, it should go through, so the only problem is probably the limit. Check with your bank and I guarantee 99% that it will resolve your issue. Also, if you have both Chequing and Savings accounts, maybe you keep everything in your Savings? I believe the card takes money from "Chequing", so you can move the amount over to it.
