Why would he go to the Canadian border guard when he leaves?...that does not make sense...unless they want him to extend it on the 4th before he leaves....
 
The officer said that he has to turn the VR in when he leaves. That he keeps it in his passport for the holiday trip, then on the 4th of Jan when he leaves he has to drop it at the Canadian border control. They have a specific door for it on the leaving-Canada side apparently.

By US applicant do you mean your husband is a US citizen? Does he have a US passport?

It's very weird that they would give him such a hard time then... My wife traveled back and forth (not during the application process though), but the more she did the easier it was and less questions they asked. When she got COPR, she left Canada, spent 2 hours in New York and came back the same day, the whole landing *interview* took less than 10 minutes.
 
Yeah it was really weird. We're only 4.5 hours drive apart so we visit a lot and we've never had a single issue. Admittedly, EVERYONE was getting pulled over the day we crossed, so who knows? I'm not worried about it affecting the application anymore, which is good, but I'm worried about what'll happen when we come back to Canada on Dec 27 after visiting his family for Xmas.

We travelled on the same day as the underwear bomber and let me time you it was a nightmare...they actually would not allow my American husband into Canada..he flew home and I went up to Vancouver...they had EVERYONE pulled over...we got to the border about an hour after they got the guy off the plane....
