I agree with you that strict 14 days quarantine should be implemented, not just in Canada, but everywhere. Again, as per a
study, PCR test does not guarantee 100% accuracy, with false-negative even from 4 to 5 days after exposure to the virus. 4 to 5 days is just the median when symptoms manifest. Some even take 11.5 days before manifestation. So, if somebody has been exposed to the virus today and travelling tomorrow, and assuming another day of travel, there is still risk that that person may test negative in a PCR test. And since test shows negative, that gives a false sense of security. What happens then? Now factor in those who try to circumvent even the basic of protocols, after testing “negative” I doubt if that person would still continue the additional 11 days? Imagine somebody like that quarantining with a complete stranger, and after 3 days of mandatory quarantine, goes out their separate ways and into their respective friends/families whom they would share living accommodation. Even if that person quarantined alone the 3-days mandatory, if tested negative, that person would now think its completely safe to not continue with the 11 day quarantine.
