With hospitals already over capacity Canada can't afford to open up travel even with strict quarantine. You will still have infected people who will end up in hospital.
I agree with you but what i am saying is that canada can create stronger quarantine system. Instead of 3 day hotel quarantine they can convert it into 14 days so no issue will occur. With stricter quarantine rules they could've keep the borders open and Canadians safe.

You quarantine 3 days in port of entry and have a test, then if negative, you can travel to your home and quarantine there for 11 days and have 2 covid tests in this 11 days quarantine. You will be called everyday to check your wellness. By the way, most of daily covid cases is not because international travel.
I am all in favour of this as long as those traveling are willing to pay the full bill for the hotel stay. Canadian taxpayers shouldn't have to subsidize this.

This is from Global news posted on 13th May. You are right it's just not all about International travel, we are forgetting domestic flights and Community spreading within Canada.
