Travel Authorization refused

Hi,

My wife was approved for an open work permit back in March but hasn't been able to come due to the travel restrictions. I have applied for her travel authorization twice, but both times they have refused stating that her travel is considered "non-discritionary". She has also received a job offer from a Canadian employer. On IRCC website, it states that a spouse who wants to travel to live with her family is considered to be essential travel:

So why is it that they are refusing her travel authorization request?

I'd appreciate it if anyone can help me figure out what to do.

What is your status in Canada? It is deemed essential travel if the spouse in Canada is a Canadian citizen or PR. If you are here under temporary status (work permit, study permit), then her travel is not automatically essential.

How recent is the job offer? Did you include the job offer in the last application for the travel authorization? Generally speaking, it seems that if a spouse who holds an OWP has a job offer in Canada, then are usually allowed to travel.

The job offer was provided this month and is supposed to begin from next month if she can make it to Canada.

They stated that her travel is "non-discretionary" but she has to travel to begin her job, how is this considered non-discretionary?
What evidence was provided of the job offer?

I included the job offer letter that was provided by the Candian employer.
I am in a similar situation and my conclusion is they are being two faced about it. even if the government has allowed family reunification "officially", they are still denying it to people like us.

Is the employer known to you? Does the job offer make sense based on her work history? Unfortunately some will get a family member or friend to offer a “job” just to get approval.

The government was always very clear that reunification was only for PR and citizens.

This is not correct, I called cbsca last week and they confirm that a foreign national with an approved work permit and a job offer will be allowed in

I think you don't need travel authorization. Just gather the proofs of spouse in Canada and the status of the spouse and written job offer and board the plane.

We are talking about the family members of a person on a work permit or studying.

I think you don't need travel authorization. Just gather the proofs of spouse in Canada and the status of the spouse and written job offer and board the plane.
If your spouse isn’t a PR or citizen you need special authorization unless you already have a firm job offer. Most spouses of workers or students with SOWP don’t have job offers. Children will also need special authorization as well.
