My wife was approved for an open work permit back in March but hasn't been able to come due to the travel restrictions. I have applied for her travel authorization twice, but both times they have refused stating that her travel is considered "non-discritionary". She has also received a job offer from a Canadian employer. On IRCC website, it states that a spouse who wants to travel to live with her family is considered to be essential travel:

So why is it that they are refusing her travel authorization request?
I'd appreciate it if anyone can help me figure out what to do.
