You can interpret their web-page comment in a few ways:

"...the time it takes to process an application after we receive a complete application package."

I take it as AOR, but could be wrong. Anyone else thinking differently?
 
I believe it's a real date of receiving package, even in AOR and ecas they mention date when your package was received.

Hi everyone..

I am not a july applicant...my application has been submited in april'2012,me and my husband done our medical in June'2012,ecase updated medical received in July'2012...after that nothing just happened..most july applicant already have in process but our ecas just app received and medical received..i dont know why its taking too long...my husband lives in canda and i live in bangladesh...plz anyone tell me how many months wil it take to get ppr?

I am May,2012 ...my status also says Application recieved, medical recieved....i guess we just have to wait

Completed 120days today. sent them an email within an hour they sent a standard message.

Did you send the mail to CIO NS or CPP-O?
 
Visa office is Ottawa, CIO is just sending MR, probably doing some checks, I also got answer from CIO that my file in Ottawa and if I have any questions I should ask Ottawa.
