tourist visa to working visa

can a tourist apply for working visa in any province in canada?if so, how?
can you travel to u.s and back if you have single entry visa?

Yes - a tourist can apply for a work permit. First you will need to find an employer who is willing to give you a job offer. Then that employer will have to obtain an approved LMO (labour market opinion). If the LMO is approved, you can then apply for a work permit. It can be quite difficult to find an employer who is willing to go through the LMO process since there is no guarantee of approval.

If you are in a visitor visa and considering you got LMO you can not apply inside canada, you should apply in your home country for working visa.
