Asking for a friend.

He's working here on a work permit and he's planning to apply for PR soon. He met a woman from another country, and he wrote an invitation letter to bring her, and her daughter, to come live with him in his apartment as tourists in Canada.

Long story short, the relationship has ended, and she said she refuses to return to her country and she wants to stay in Canada illegally. She hasn't been working and she hasn't made an effort to learn English. My friend has been financially supporting the two for 3 months now.

She said she was never in love, she just wanted to use him to get status in Canada.

Do you have any advice for my friend? Can he do anything to protect his rights? Can the woman cause him problems with immigration in the future? They're still living together in his apartment. Should he contact IRCC or the police if she refuses to leave the country after her tourist visa expires?

He hasn't asked her to leave yet. I think he hasn't kicked them out because he doesn't want to leave them homeless... I'm not sure how long she has left on her visa.
 
He can ask her to leave his apartment and if she is unwilling he should call the police. He doesn't have to support them.

As longer as she has valid visitor status, it is pointless contacting IRCC because your friend cannot prove that he has been cheated nor can he prove that the woman has committed misrepresentation.... because he offered to support her stay.

If she intends to stay beyond the allowed initial 6 months then she would need to apply to extend this stay. Hopefully, your friend won't provide his financial documents to support her application.... because if he does then he has no one to blame except himself for his situation (especially if they become common-law)

She cannot cause problems for his future immigration plans.

He should simply ask her to leave his apartment and stop supporting her. He has no obligation to support her.
 
Once her visa expires, your friend can report her to CBSA.
