I think what cic is doing is right but the way they are doing is wrong.
What they should do is make an online system for applying.
Whoever apply after 8am online until the cap is reached. no need for these stupid courier companies and no need tp rely on anyone. only person you will blame will be you. Everyone will have fair chance Toronto or BC doesn't matter.

The courier company rep mentioned the delivery time 9:20am.

They won't deny any packages - even the ones sent well after the cap has been reached. CIC will accept all deliveries and then return applications that didn't make the cap at a later date by regular mail. Ok guys, A little hopeful ! Just called Purolator and asked about my package again. They said that driver confirmed it was delivered prior to 9 AM today but he had 700 packages so he has not updated the tracker.
