And one other thing, you really can't use the spreadsheet as a statistic example, it is too small a pool to come up with the actual statistics, unless Rossei can actually get very close to 5000 applicants added to the sheet and see the real results. The statistics pulled from the spreadsheet is equivalent to the online polls we see on news websites, based on people submitting their info voluntarily. Like I said, as long as fcfs exist, supply and demand applies. Anyone living closest to CIC-M gets the advantage. So instead of jumping to conclusions, as you have done, examine the spreadsheet closely. Compare the successful ones and what courier they used. I would bet that most of the successful ones, regardless of where they actually live, used local couriers in the GTA. This will show that people in Ontario especially in GTA has the geographical advantage.
If they moved it to vegreville, the people in alberta would get the advantage over ON. Nfld would get the most disadvantage due to longest delivery time to reach Vegreville. If I live close to Tim Horton's and can get Double Double every morning by just a walk to the store that doesn't mean I asked Tim's to open branch close to my house,, its there own market research thing which made them to open it in the locality... same way its not GTA people's fault and anyone else's disadvantage to live far in other provinces... if you want you can move close to CPC or Tim's to get coffee every day lol

It is quite possible that they reallocate the staff from other departments to handle the application volume. Once the 14K applications was accepted, the staff are rededicated back to their departments before PGP. The remaining original pgp staff are now processing the completeness for cap.
