For every province except Quebec, you need income from 2012, 2013 and 2014 meeting MNI amount based on family size today. If you only start qualifying wit 2013 income, then you need to wait until Jan 2017 to apply.
Note that Liberal government has promised to increase age of dependent back to age 21 and under, though it's unknown when this will be implemented.
