1 PCC valid for one year ..if its not mentioned in PCC.
2 its depends , PCC should be valid at the time of submission of application . if VO required they will ask for same

my wife's pp s abt to expire in 11 months do v need to renew the passport or can I submit the old one after getting PPR?

You can submit the PCC, it has nothing to do with the validity of the passport. Anyway on the safer side you can apply for the renewal of the passport side by side as it takes approx. one months time to get the same. You can send them a copy of the renewed passport now or whenever the VO asks for it. I believe atleast 6 months validity is necessary for processing of application.

You need to write an email to NDVO, with details why you can't submit the passport. I am sure they will grant some time.
