Not in the same situation, pero marami na naging ganito - especially inland applicants. I have seen posts on inland applications and their processing, and I offer this explanation:
Normally - where the application is processed is based on (summarized from CIC OPs):
- office responsible for the country where the application is residing, if lawfully admitted for at least a year
- if not resident in the current country for at least a year - office responsible for the country of citizenship of the applicant
In this case, inland applicant ka, and assuming lawfully admitted ka here (i.e. either WP or SOWP or SP) - then ang processing office mo is most likely a processing office in Canada. Ang list of processing centres in Canada is here: http://www.cic.gc.ca/english/information/offices/index.asp
First - ang application will be submitted to CIO-S, then afterwards it will be sent to a processing centre for continued processing. For PNP (Under Economic Classes) - ang malinaw (as seen from CIC web) is ang processing centre is CPC-O (Case Processing Centre - Ottawa) for PNP PR applications in Canada. Recently - madami na ang nagpost na ang inland applications nila were being processed in CPC-S (Case Processing Centre-Sydney) pero ang lumalabas na mga contact numbers and email is that of CIO-S. Same location lang ang CIO-S and CPC-S - both in Sydney, NS. Walang official confirmation na makikita sa CIC web na PR applications are being processed na din sa CPC-S, pero a lot of posters have said ang applications nila is being processed (as well as lahat ng succeeding doc/instructions - sent from CPC-S/CIO-S). Sabi din before na yung tasks and work ng CPC-S will be expanded. So presumably, naghahandle na ng PR application processing ang CPC-S.
As of now, hindi alam kung CIO-S pa rin ang me hawak ng papel mo, and was/supposed to be transferred to CEM, but instead was sent to CPC-S(?) for further processing. Kung AoR lang ang hawak mo, and no further instructions such as medical/PCCs etc., then likely it is "stuck" in transfer between CIO-S and saan processing centre/VO ipinadala (CPC-S kaya?). I can only assume, CIO-S already responded kasi nailabas na nila ang application mo to a processing centre (presumably enroute to CEM), and CEM responded na nasa Sydney, pero hindi malinaw kung CPC-S ang me hawak. What happened in between is unknown.
So best way for you para makita nasan na ang application and since nasa Canada ka is get your GCMS notes via filing an ATIP request. See here: http://www.cic.gc.ca/english/department/atip/index.asp
The GCMS notes will show ano na ang naganap sa file mo, as well as a track list kung saan nag-transfer ang application mo. It takes 30 days to get a response, but seeing Nov 2013 pa ang application mo - this should get you more information. File ka ng request under Privacy Act - this is free for residents in Canada.
