In your MPNP application - there are federal forms that were submitted to MPNP as part of the application. In one of those, is a requirement for Language and Proficiency - which is more of a mandatory requirement (for some skill classes) under the provincial stage application, and in the federal stage, more of a "soft requirement" (checking if this has been already reviewed in the provincial stage). If you see the language in the checklist form as well as in the application guide, there is no mention of expiry dates. But in the provincial application guides - there are.
Now at the time of your MPNP application, the IELTS results are still valid, with validity extending to the federal forms submitted as part of the application to MPNP. Information given at the time of the application is "frozen" - valid at the time the application is submitted until a result is obtained. Submit the IELTS results as part of the CIO application package, regardless of expiry - in compliance to the checklist of requirements, as well as continuance of proof of compliance to provincial requirements of language testing (made at the time of the provincial application).
Should there be any need to redo language testing - this should come as instructions from the VO; although this may be very unlikely. Issuance of the LoA is deemed an "implied guarantee" by the province that the applicant has been examined and has been found eligible (including language proficiency) under provincial guidelines, so the evaluation of the application for eligibility to the federal program being applied for (i.e. Provincial Nominee) will be an examination of the LoA and the decision of the province showing the applicant has fulfilled requirements and eligible under the PNP.
