I do not think your NBI certificate is invalidated. Certainly CEM/CIC cannot invalidate an official document coming from a known authority in another country. The original NBI document is an official doc and bears the seal of another government and has validity dates. As far as the CIC application forms are concerned, this is specific to them, so they can (CIC/VO) make sure that they force the applicant to submit new forms by either making marks or punching holes.

They may (and this is a remote possibility) refuse to accept the doc - in this case then you will be asked to send an updated PCC later in the process. See #15 in the Document Checklist: http://www.cic.gc.ca/english/pdf/kits/forms/IMM5690E.pdf

Another piece of advise here is whenever you submit a document, you want the VO to look immediately at the important points in the document. For example, if on submitting PCCs, I always submit a signed cover letter pointing out the following points:
- PCC serial number/Issuing Authority (i.e. NBI or authority in country where PCC was requested)
- Name on PCC
- date issued
- date valid
- comments on PCC "i.e. No Record on File/No Derogatory Record"
This way I direct the attention of the evaluator/VO to the salient/important points - so having satisfied what they want to see, looking at the submitted doc (PCC in this case) is only a formality in satisfying the requirement/instructions from the VO. You want to make it easy for them to "make" a decision rather than relying on them to "understand and then make a decision". Lesser human input from VOs/evaluators - more control by the applicant.

My take on this - you should not worry now as you have not received anything from CIO first and then from CEM/CIC requiring you to prove/provide proof of language proficiency again.

The Language proficiency requirement - if you are required to present proof - is part of the list of documents required to be submitted with your application to CIO-NS. And this should be part of the eligibility checks done by CIO. If you have passed the eligibility checks done by CIO and you have a file at CEM or your local VO, then at this point, they have found nothing wrong with your proof of language proficiency.

Having been into the stage now where you are requested to provide PCCs means you are now at minimum, under security/criminality checks. If you have also completed medicals, then your checks are progressing. The only thing I came up with in a search of CIC is expiry of medical results which may trigger re-medicals/extension of validity of medicals ; but nothing for expiry of IELTS results. There are validity requirements for language tests - but these fall under applicants for FSW and not for PNP.

Unless requested of you, don't worry, and if anything is needed, they (CIC/CEM) will send you notice/a request.

just received my PCC this afternoon..

Hi paperdolls halos pareho lang tau timeline, nasend mo na ba PCC mo? kakasend ko rin lang PCC ko last March 15, nag pay ka na rin ba ng RPRF? Totoo kaya na kapag sa Canada, Nova Scoatia Bank. naka address ang bank draft mas matagal and encash? anyway sana mag PPR na agad tau .
