I do not think your NBI certificate is invalidated. Certainly CEM/CIC cannot invalidate an official document coming from a known authority in another country. The original NBI document is an official doc and bears the seal of another government and has validity dates. They may (and this is a remote possibility) refuse to accept the doc - in this case then you will be asked to send an updated PCC later in the process. See #15 in the Document Checklist: http://www.cic.gc.ca/english/pdf/kits/forms/IMM5690E.pdf
Another piece of advise here is whenever you submit a document, you want the VO to look immediately at the important points in the document. For example, if on submitting PCCs, I always submit a signed cover letter pointing out the following points:
- PCC serial number/Issuing Authority (i.e. NBI or authority in country where PCC was requested)
- Name on PCC
- date issued
- date valid
- comments on PCC "i.e. No Record on File/No Derogatory Record"
This way I direct the attention of the evaluator/VO to the salient/important points - so having satisfied what they want to see, looking at the submitted doc (PCC in this case) is only a formality in satisfying the requirement/instructions from the VO. You want to make it easy for them to "make" a decision rather than relying on them to "understand and then make a decision". Lesser human input from VOs/evaluators - more control by the applicant.
