Looking like as I mentioned before - DM is an update to eCAS that may signify that they have sent the PPs back....they update your status when a major stage has been completed, not when you start a "stage".

Nothing to worry at this point as I see it. And these messages (the eCAS explanations - see the tables at the bottom of your eCAS under "Application for Permanent Residence Outside Canada") may not appear on your eCAS status. I am assuming here you were asked to send in a Schedule A or asked for a verification of your bio-data as part of the PPR. Unless there is something wrong with your passports (tampering etc.) - which is highly unlikely, well...all you have to do it wait for your PPs to be returned back with the visas.

As to the purpose of the statement - Your visa(s) will be valid for your initial entry to Canada until 10/30/2013 . - this shows the expiry date of the visa. You need to enter/land Canada before the expiry date of your visa.

Final confirmation of approval is always upon receipt of your CoPR and PR visas, so wait a bit until they (PPs) return back.

when they send ppr, is there a time limit for us to send the passports to CEM?
usually how many days? is it like MR na you have 30 days to do the medical?
we are renewing our passports and the earliest sched we can get is on apr 12th.. so 2-3 weeks after the 12th pa before we can get our new passports.. so most probably 1st week of May..

Yes there is - "You must submit your passport(s) within 30 days of the date of this letter..." - take note "date of this letter", not "date of receipt of this letter"...

On passport renewal - note that you have to inform CEM of the change in your passport details. Why - this is because your PP number will also be written/specified on your CoPR and linked to your immigration file. The earlier you can inform CEM, the better for them to put the updates in your file, lesser chances of delays attributed to a change in a major/identity document of an applicant.

Not a bad idea given there is only 1 month between the critical dates (expected date when App is received at CIO and expiry of LOA) - this covers your bases. Sigurista pays in these cases. You cover the (remote) possibility if there are other errors in your resubmission that will cause the application to be returned. Won't hurt not to get in touch with your nominee program administrator and ask for an extension.

Important is the application date received/stamped at CIO - this should be before the LOA expiry. If you receive confirmation of receipt of your application (tracking/signed receipt of package via courier) by March 25 or before LOA expiry - that is fine. Use a reliable courier.
