"A decision has been made on your application. The office will contact you concerning this decision."

Most probably good news in the coming days/ less than 2 weeks. Even before your PPs come back - one of the indicators of approval and issuance of visas is if your nominee program sends you a message for next steps preparatory to settling in the province. That message comes with a congratulations, so I take this as an indicator.

Congratulations on DM!
You may want to see your local DHL office and ask them if they have tracking details of an extremely important package (your PPs) inbound to you. If possible, ask them to let you know if something comes inbound.

Need your comments here. The CEM received my family's passports thru courier (March 19), any idea what comes next? Though it was stated in the email that my Visa will expired by October 31,2012.... Does it mean, its a formality of Visa Stamping only and consider myself approved already?

What is really DM means in the ECAS? Should I wait for that message too?
Please enlighten me for those with the same case just like me. Thanks

Actually eCAS provides you the answers - see the links at the bottom after you click on Decision Made (see "The following tables...."

In my experience, got DM...then not long after, PPs were returned with the visas.

so question Ragluf, what is really the purpose of it? is the application still on the rocks and I should wait on these messages:

Ah - I thought that was a typo!

Nothing to worry at this point as I see it. And these messages (the eCAS explanations - see the tables at the bottom of your eCAS under "Application for Permanent Residence Outside Canada") may not appear on your eCAS status. I am assuming here you were asked to send in a Schedule A or asked for a verification of your bio-data as part of the PPR. Unless there is something wrong with your passports (tampering etc.) - which is highly unlikely, well...all you have to do it wait for your PPs to be returned back with the visas.

As to the purpose of the statement - Your visa(s) will be valid for your initial entry to Canada until 10/30/2013 . - this shows the expiry date of the visa. You need to enter/land Canada before the expiry date of your visa.

Final confirmation of approval is always upon receipt of your CoPR and PR visas, so wait a bit until they (PPs) return back.
