Question regarding Dual Intent / Going to Canada prior to having PR paperwork:

I am a Canadian citizen and have been living in the UK with my husband (British citizen)in the UK for 3 years. Our application was received July 19, 2018. I have been approved as a sponsor and our paperwork is underway.

We are looking to go to Canada prior to him having his PR paperwork and him entering the country as a visitor (for up to 6 months) as we wait for his paperwork under dual intent. Under dual intent, is the sponsor (Canadian citizen) allowed to work? Also, as its recommend for the PA to have a round trip ticket for 6 months later, does the sponsor have to show a round trip ticket too? When we land, on the forms we fill out, do both of us have to claim dual intent or just PA?

Yes, it can be done, it is called 'dual intent' - I think all your questions are answered here:

Yes, of course as the 'Canadian sponsor' YOU can work in Canada. You would just have to get a SIN when you land (unless of course you already have one). Sponsor does not need a round trip ticket (but you may well find that one-way air fares are more expensive than return tickets!).

YOU can just tell them you are here for good when you land (if they ask). Your husband would say he is here as a visitor, but that as he has spousal sponsorship well underway (bring printed proof - e.g. sponsor approval letter etc.), would stay if / when this is approved, so he is landing under dual intent.
