Yes your husband can come to Canada while your application is processing, This is what I did while we waited for my PR. Now of your husband is a U.S. citizen or PR holder then he DOES NOT need to apply for a visa ahead of time. Instead when he gets to the border he just needs to inform the immigration officer (IO) that he wants to stay in canada while his application is processed. It is best to get a visitor record at the border that will list the expiration date. Normally they are issued for 6months however you can ask for a longer one based on the fact that you can prove that you have filed for PR already. Otherwise if the process takes longer than the visa is valid you can apply to extend it. When you arrrive at the border make sure to have proof of your application being submitted (such as approval of sponsorship, delivery confirmation for the PR application, Proof you paid the immigration fees, proof of medical exam, ect.) Also bring proof of funds to cover his expenses in canada such as bank acocunt record. Also proof of ties to the u.s. like family, house, rent, job, ect. If you can accompany him to the border that will also help becasue you can inform them that he will be living with you and you will be providing for him. Honesty is the best policy when I came I informed them my intention to marry my husband the next day and then submit the PR application and stay in Canada while it was processes. The IO was very helpful and reasonable I encountered no problem. Also it is good to mention that he understands that he CANNOT work or go to school while on visitor status and he knows he must return to the U.S. if he is denied. Hope this helps.
