Quebec has a lot of say for work-type PR applications, but I doubt they refuse many (any?) family class applications, because they haven't got much grounds to refuse them. Quebec, I expect, wants all this application process in place to prepare for the day when they won't be part of Canada. That's going to take "forever" if it ever happens at all. They do want people to sign that they agree with Quebec family values, that men and women are equal, etc., and that they will try to learn French, because French is quite necessary in more workplaces in Canada. Most people immigrating to work in Canada have to have a specific job I think, and if it's in Quebec, that's where it is. Also, since I live in Quebec and am sponsoring my partner to join me, I don't think I have a choice but to pay the fee to Quebec, as much as I'd like to save the money for something else.
do they have to be bilingual to work in the visa offices?
It is my understanding that they have to be bilingual in English and French to work in any visa office.
