The PR applicant. The sponsor gets the approval of sponsorship from Mississauga, then the file is transferred to Buffalo for the PR applicant process. The "ecas tracker" tool was developed by a third party and it basically just logs in as you on e-CAS so it needs all the information you would normally use to log in yourself.
I totally understand your being uncomfortable providing that information to a third party but its, unfortunately, the only option for automatic updates.
