I'm also in Quebec...the selection certificate is a separate part of your sponsorship application. You apply for this after CIC accepts you as a sponsor (or the person who is the sponsor, if you are the principal applicant) This is done through the MICC. An additional fee of $250.00 is required and other doc. must be filled out (in French) Then you wait about 20 business days (1 month) for Quebec's refusal or approval before your application is sent to the appropriate Immigration office!!! Hope that's clear!

I'm sponsoring my husband from Barbados, I'm a Quebec resident, Port Of Spain (Trinidad & Tobago) is my husband's Immigration office...
I Sent our application out on May 6, 2010, received the acceptance letter from CIC on June 7, 2010, was asked to apply for a selection certificate from Quebec's MICC Office, got the acceptance letter from MICC yesterday, July 13,2010...sent Trinidad an update that my husband is visiting me from June 20-October 30 along with a photo copy of his stamped passport as proof today...now the real waiting begins!!!
