Citizenship and Immigration Canada proposes to introduce amendments to the Immigration and Refugee Protection Regulations specifying that, under the family class or the spouse and common-law in Canada class, a spouse or a common-law or conjugal partner who is in a relationship of two years or less with their sponsor at the time of sponsorship application would be subject to a period of conditional permanent residence. The condition would require that the sponsored spouse or partner remain in a bona fide relationship with their sponsor for a period of two years or more following receipt of their permanent residence status in Canada. Only cases targeted for fraud would be reviewed during the conditional period. Permanent residence could be revoked (leading to initiation of removal) if the condition of remaining in a bona fide relationship was not met. For all other cases, the condition would be automatically lifted after the specified conditional period had elapsed. Beyond the requirement to satisfy the condition, the conditional permanent residence would not differ from permanent residence.

Given concerns about the vulnerability of spouses and partners in abusive relationships, a process for allowing bona fide spouses and partners in such situations to come forward without facing enforcement action would be developed if a conditional permanent residence period were introduced.

This would be an interesting question for a survey!

Maybe the New Delhi office does more investigations in arranged marriages.

It would be easy to test. All we would need to know is the following.

1) How long it took to get your visa from the time of sponsor approval in Missisauga?

2) Was your marriage arranged?

A sample size of at least 30 would settle the question.

DrDave, you might have a point here..maybe they dig into the arranged marriage scenario a lot..cos usually we have less time to get to know and get married..

Mine is not arranged marriage..It's a love marriage after 5 long yrs of long-distance relationship. dont know why it's taking bit long...hoping for the best for everyone...Regards..V

Just to clarify for the survey. A marriage is arranged only if it was checked off on the goverment forms.

An arranged marriage where love marriage was checked on government forms will not be considered an
arranged marriage.

Since i checked arranged marriage on the documents i can share my info even though i do not even have a PPR
Wait time since delhi received file - 3 months & 1 week

Nisha,Mikoo,waitingforwife,sanyog,sid_dua..these are members i know where it took more than 3-4 months to process..can you also share..

Finally...................My e-cas got updated under PR Application status stating that

"We received null ********** application for permanent residence on March 22, 2011".

I agree with you this legislation is trying to capture marriages of convience. I think it hard to differentiate
between a marriage of convience versus an arranged marriage

Remember there will be always lots of factors that will result in long application times.
Yours might be some other factor.

Some factors that I would like to test.

lost application ------> longer time I think yes.
divorce --------------> longer time maybe time to investigate divorce - fix always include divorce papers
arranged marriage----> ??????
quick marriage -----> ?????? I think yes - longer times for investigations - marriage of convience possibility
security checks -----> long times just due to the fact you share a name with a terrorist.
lazy canadian worker in delhi-----> ????? I just had to include this one for fun.

Mine is not arranged but definitely falls in the quick marriage category and we would be subject tothe rules

Didn't a lot of members say that PCC in india is valid for 1 year? i remember having this discussion a week or before

yah i only asked

But there was a member i dont remember name but he said, delhi asked to submit new pcc.. so i was wondering.... and I decided to wait for letter from them

It is normal, Miss does not send each file to delhi..they send it in batches, mine took 10 days to reach delhi...

Technically, ours would be about 5 months old now.
They didn't ask for a new one.

So if they pass this conditional PR, it will impact all arranged marriages right?
Cos its gonna be rare for a arranged couple to have a relationship for 2 years before they apply..i hope the conditional PR gets the same rights as a PR until she becomes a full PR..No idea how this will work..
