Its time to email them asking them for an explanation. Even skilled working class applications are given a file number within a month after they receive it. So, get into action.

My wife from India sent two emails, 1: asking them if they received her PP 2: last week, asking them the processing status
Amen Bharath! Like they say in India "muh mein ghee shakkar". Hope what you say turns out to be true!!!! Thanks so much!bhartha said:@ Guptash,
I think FBI clearance certificate should do the work, and they do not need anything else. Wish you luck next Tuesday or who knows, you might receive a PP before there is an update (has happened in a few cases). So, keep your fingers crossed.
cheers,

Guys, Per my timeline, it took me almost 3 months to receive my PP back with visa. After submitting PP on July 21st (delivered to CHC - ND next day), I got a phone call on Aug 21st asking for US FBI Police Clearance which I submitted on Sept. 1st ( delivered to them next day). Finally got the Visa on Oct. 16th. (Issued on Oct. 11th). They did not respond to my only email sent to them on the last week of Sept. notifying my wife's change of address and requesting them for an update. And by the way, as most of you know already, this was my 2nd application since our first app. got rejected in January (applied in June last yr.)! You guys are so much better off than most of others!! Think of it this way, you will be leaving soon so make the most of your time there, spend quality time with friends/family cz this time won't come back too. You will agree with me more on this when you land
My apology for not logging in earlier. My TO DO list keeps getting longer by every passing minute! But its been exciting and fun so far! Settling in nicely and comfortably. We are in a fun area - Mississauga, Square One. Its been exactly one month today since I landed. Been a roller coaster ride since then. The Public Transport System is excellent here! Landed on Friday, hopped on to a bus on Monday to get my SIN from the nearest Service Canada office! Got my US Driving License exchanged for an Ontario License last week. Right now, the focus is Job Search. Getting in touch with Recruiters, agencies and attending workshops! Will keep you all posted but PM me if you have any questions and I will gladly reply at the earliest as I receive an email notification.
Oh yaa, don't worry about PCC getting expired. It should be valid (should've been issued within 3 months) when you submit it!
And even I had significant Int. travel history, but don't bother unless you've been to a war-torn or highly unstable country. Ex: some of the african or Middle-eastern nations. Good Luck all! Hope this helps!

I highly doubt they have changed anything . Yes there is one thing changed if any they have become even slower , sorry had to take out this frustration .
