In person, I don't live in India. I live in the US, but my applications is going to get processed in New Delhi (hopefully).

Anyway- the reason I ask about the IMM0008 form is because, when I set out to do this application back in July, that form didnt exist, the form that was there before is replaced by this IMM0008 now (I'm guessin because it's a revised version of it now). The form before asks for the same info in form IMM0008, except it's formatted differently. But just in case, im gonna fill it out and send that one in too.

Are you the sponsor or the applicant?

If you are the applicant and the file moves to CHC ND, how do you plan to send the PP
to CHC ND ?

Technically, they cannot refuse visitor visa just because you have applied for pr. (I read about this somewhere in cic documents sometime) Practically, they would think - why does this person wanna go now while the pr application is in process, which in their opinion, doesnt take long to get finalized.

If you can convince them that you have a valid reason to visit canada early and are sure to return, they will issue visitor visa. You will definitely go back before PR application completes to submit your pp at nd, so u are good on returning part. work on the REASON and you will get visitor visa.

PPR received : the letter was sent to wrong address. I got e-mail to submit my wife's PP to New Delhi asap on September 9, 2011.

Note: I contacted my MP in last week of August after that I got PPR.

PP received at ND: September 13, 2011

Additional documents requested: Not yet

Interview: Not yet

ECAS status "application received" : May 18, 2011

ECAS status "in process" : June 30, 2011

ECAS status Medical received : June 30, 2011

From last week I can see double line in ECAS.

Any suggestion much appreciated

You most probably will not convince them, if you do u will be 1 in 1000 applicants with a VALID reason like some ceremony in Canada etc...you can always try and i have seen ppl get it.
This is one scenario why....
You apply as an applicant from India - PR is in process
You apply for Visitor visa - They give u a visa for 6 months
The refuse the PR application based on something...
Now the applicant is in Canada..do u think the applicant will come back to India? or you think they will stay in Canada without status?
 
I had a question for everyone who's application is still in process:

Has the address disappeared on ecas? My wife's has disappeared for almost a month now. But it still says "In Process".

I'm the applicant. My lawyer will take care of that, that's why I got one, since I'm applying while over seas.
