Yes, basically there 2 phase in Immigration:-
1) PR Eligibility (till Visa & COPR - where patience and luck required) - Time frame - 2 to 3 years
2) Settlement (more challenging than 1st one - where your capability, hard work, Determination, and Network required) - Time frame - 1 to 2 years

The remaining 50% is the first one or two years of struggle you have to go through till you are comfortably settled. Some get through the hardships of remaining 50% and starts leading a life they actually wanted / dreamed of. Some give up much before and return to their home land.
If you divide the time line up to visa issue,
When you got a positive selection review : 40% of the first 50% is complete - Pass Mark
When you complete your medical : 60% of the first 50% is complete
When you get your visa and COPR in hand : 80% of the first 50% is complete
When you complete your landing process: 100% of your first stage of immigration is complete
You may agree or disagree with this. These are just my take on the Canadian Immigration Process as a whole and I thought of sharing it with you all.
