Each visa office gets its target for permanent resident visas for the following year in the latter part of the year preceding. Dates vary.
I would not presume anything about who gets processing priority. The new federal skilled worker selection system starts up on January 1, 2013. We do not yet know whether additional Ministerial Instructions will further change the processing order.
It is possible that processing of a case would resume before the Bring Forward date, for example when the applicant has been asked to submit a document and does it quickly. However I certainly would not count on it.
