And yeah, definitely not a marriage of convenience. Was a bit of a hasty decision, all being honest, but I hope things should go smoothly.

You are obviously up to no good, and no idea why you would want to spend 20k to just move to another country.

Oh, absolutely it was their unnecessary personal choice, but unlike things like hotels and flights, it was uniquely something they did because they were doing the application. It wasn't money CIC asked them to spend, but it was money they spent trying to get something out of CIC. Not that it matters much, the point is, cost of going through the process is much, much, much, much lower than that poster claimed :)
 
We applied outside of Canada (both in Australia) and roughly we would've spent about $1600-$1700. It was $1040 for the Visa fee and his full medical was just under $600. We then just had small fees for courier, passprot photos and police/traffic record checks.
